Fender did do custom one-off sparkle finishes. I've played a 1959 strat with a chartreuse sparkle finish that was factory done in 61-ish. There was even a paper trail of documentation. They're out there.

Its a cool bass but something seems sketchy why he would hide the serial number. Im thinking its a parts bass or something because if you want a vintage bass to sell you need a way so the buyer can look up and accurately tell the date it was made.
