Sorry, that's not a US Jazz Bass.

Its not American, Mexican, or Japan.
It doesn't come up in a serial number search. Sorry, are you sure its a real fender neck?
Google fender serial number, and run the numbers for yourself, you may have a fake on your hands.

I think you are mistaken that the 019-3406 is the serial number. That number should the model number. The serial number should have a letter in the front. If it is a US made the letter will be either L for Sixties, S for Seventies, E for Eighties, N for Nineties, or Z for 2000 and up. You will probably need to remove the neck and look at the heel of the neck to get the serial number. That is if it is a real fender. By looking at the headstock it looks like it could be an early 2000's Fender American Jazz. And bassed (pun intended) on the number given it corresponds with Fender's model number.

Assuming it is a Fender bass made in the USA in the past 20 years, the serial number is located on the back of the headstock - like this:

If it was made in the 1990-99, the number starts with 'N'. 2000-2010, 'Z'. 2010-12, 'US' or just numbers. 1982-current AVS series, the number is on the neck plate, and begins with a 'V'.

Personally, based on the limited pictures, I don't think yours is a Fender bass.

Show a picture of the front and back of the headstock and it will be easier to tell.

That's not entirely accurate. The "L" series numbers were only from 1963 through 1965. The serial numbers on those instruments were stamped on the neckplate. The "S" series started in 1976, and were decals on the face of the headstock.
