I just noticed that maple fretboard USA fenders have a glued on fretboard as opposed to being 1 solid piece. Has this always been the case?

If you specifically mean maple fingerboard Precision Bass necks, then mid 1960s.

why would they use that method instead of doing 1 solid piece w/a skunk stripe on the back like they do with their guitars?

They only have to make one neck and put the rosewood or maple fretboard on.

.....and, two piece necks (neck/separate fingerboard) are stronger than one piece necks (neck with integrated fingerboard).

Also, they would have to make 3 skunk stripes, because of the graphite rods.

No you have the truss rod, then two graphite reinforcement rods.
