If it is, they have everything from firewood to top class instruments under their "brand".
To my very limited knowledge about the brand, they're been made at least in Korea, Indonesia and China over the years. The company originates from Japan though.
So, You have to be a bit more specific about what you're after.
BTW what's PH short for?

I have found a seler on one of the Online Exchange here in the Philippines (see attached pics) and according to the seller the bass was made in Korea, but most probably majority of the basses is being made in China.
I have tested one of Fernando bass guitar being sold from one of the local music shops in Manila and I am not really comfortable playing them. There is a certain feel on the neck that I don't like (The one i've tested has a somewhat fat neck that I am not comfortable with). I did not plug to an amp while testing the bass so I don't know about its sound but the one i tested have fret buzz on the E string (nothing a good bridge setup can eliminate though IMHO).
Pepe Smith (one of legendary Rock and Roll icon here in the Phiippines is endorsing the Fernando electric guitar so I think you can find a rare gem once in a while, you just have to test as many as you can though. ^_^

I set my action up to the Fender factory spec and have only had to do a fret level on 2 of them. And by spotty qc all I mean is they do need a setup 'cause some of them are a little far out, out of the box, but really any bass needs a setup.
They have good wood, hold tune, and reasonable pups. I'm not saying you cant get a better bass... but you would have to pay more money.

I have the Action DLX model. yeah sure it's cheap but it is reliable and I haven't had a problem with it until now.
As mentioned by many other TB members here before me, just try as many as you can then decide which one you like most and the one most suited to your style of playing...
