I may be wrong, but with the obvious low quality/value of the bass and the no clue of how to put this together that made any sense (no string tree on D & G string for instance, not even playable), I realized that this may be a challenged individual of some sort, and this was how his hands and mind were kept busy and active and productive .. he may have actually been creative enough to 'flip' the tuner after he had taken it apart, just to make it different .. or, he may have lost track of how it went back ...

I then went back and looked at how all of his many guitars and this bass were displayed on the wall, in front of the American flag ... these were wall hangings for him to look at, an accomplishment and were important to keep available for him to see... to have a 'collection' ... with no two alike, yet the same thing
... add to that, the fact his ad states that he has become extremely ill, and now he needs to sell these, and the fact that they are ALL priced exactly the same ... well, enough said ... but I think there is a possibility that a caregiver may have helped him place the ad and knows even less about them ... they just want/need them gone for some reason ...
... a great deal of speculation on my part here of course, but after just a couple minutes on the line with them, this is my take on it ... JMHO
