The guy I got it from didn't know, and thought it was Japanese. Is anyone able and willing to Identify it for me please?

Bently was a Series 10 production. Some "Baltimore" brand basses also have a scrolly "B" for a logo. They're a Music Link product.
All of these are/were built anonymously in the Far East.

That being said, why would my Pickups be in perfect parallel near the neck and bridge, when all the others i see seem to be offset and centered?

The pickup configuration and body shape for those are different. They will share the same headstock, though:
