No, not always matching numbers, and sometimes not even matching manufacturers. Fender used both CTS and Stackpole brand pots. 137=CTS, 304=Stackpole, but the majority was CTS.
Pots were stamped at the manufacture facility when they were made and shipped by the case load. I imagine they were probably shipped by like 500 to 1000 per case load. In typical Fender fashion, the assembly like workers simply and randomly grabbed pots from the box as needed. Sure, alot or even most of the time the pots matched, but there are quite a bunch of times they don't. There was no rhyme or reason for them to ensure matching number sets...a 250k pot was a 250k pot.
