$400 is a good price- jump on it. $600 or so is about right normally.
I've owned 4 Renegades and 1 Growler (and still own one Renegade), and I would take the Renegade all day long. Put a good active preamp in it and it is a fantastic bass for the money. They don't sound like much with the stock circuit, but the pickups are good, so when you put the preamp in it it will come alive. Bartolini, East, Demeter and Aguilar all sound great in my experience. If you install it yourself, you could have a great instrument for $450.
The reason why I would avoid the Growler is that it sounds great in a bedroom/solo practice scenario, but is just impossible to get to cut through the mix live. I couldn't ever get it to sound very good in the mix. It's a fairly common complaint.

They are all effectively passive. IIRC, it was mostly a buffer- it just had contour pot which didn't change the tone much. Yours has more knobs because I put an Aguilar preamp in it when I owned/converted it.
