i've been learning how to read notation for about 3 weeks now. when i get a piece of music to play, i can't "just play it"(play the piece the first time with few mistakes) i have to practice with it for awhile. Is this normal?

Substitute "life" for "long", and you make it a more accurate statement .
Mildly Unintelligent one, don't let it scare you, you'll get there if you stick with it, and it's more than worth the effort, I promise .

just keep on reading.. like they said it takes long time to develop sight reading.. I´ve been learning notation since I was 5 and I can sight read pretty much everything... the real trick is just to look at what #´s and b´s there are. then take a quick look at the song and play it really slow... and then speed up the tempo as you can play it better..
keep on reading...

About sightreading....
The more you do it...the easier it becomes. It Does take time...and that is one thing, that a lot of players do NOT want to invest in these days.
Anyway....just keep at it, because it is WELL worth the effort.
