I am considering a 75 P Bass from the original owner. He said he ordered it. The serial & pots date to 75. The neck date stamp is a 72. Owner states he received it like that from the factory. Does that check out with you guys ?

This would be a left-handed bass forgot to mention that.

    For a lefty yes.
lefty parts would often sit for years in the factory before being used.
I once saw a 72 that had a 66 neck original owner, bought new.

    Yes, for a lefty.
Mixed years are common from Fender.
Just reach in a bin, and grab a neck, body.
