What should I look into? I'm thinking about new, still in production models, the cheaper the better (but still good enough quality). Any ideas?

Waterstone is getting a shipment of 12 string basses in a few days. Contact them.

The new Hagstroms are pretty nice. Not terribly expensive, and they're good quality. I thought the electronics were quite good, I really liked the sounds I could get, and the fit and finish wasn't bad either.

Used is the cheapest way. I got my 8 string Dean Edge that way and my Dean Rhapsody 12. I think if you are going 12,you might look at the new TP12s coming in to Waterstone soon. Good folks cool retro look and not much more than a used 12. Used 8s can get a bit cheaper. Check eBay and CL. Never hurts.
