I've lost mine and would like to replace with screws of same specs. Anyone know the length, width and thread of the oval Phillips head screws that attach the tugbars to 70's P or J?

Take tugbar to hardware store. Find oval head chromed that fits into tugbar and protrudes about a half an inch out. Pay for screws. Install.

If you can't find chromed, order from a music supplier like Allparts or ask your local music shop tech if he might have what you need in his "spare parts bin". Techs usually have masses of bits and pieces like this.

You can buy a tug bar with the correct screws for $5 to $10 at most music stores. $4.99 at Guitar Center.
