Is this the beginnings of a twisted neck?

    Fender jazz 4 neck. Relief at .012 on E string but nearly dead flat under G string causing fret buzz under that string only. Fret were not popped up or unseated. Saddle height was set to Fender spec.

    Was on a used bass I tried but returned. Curious since its the first I've seen that effect on a neck.
