Hmmm.... it looks like according to the rules at the top of the Forum, you're not allowed to ask for payment for goods in this form.

I didn't see that. I only saw that it is a no-no to charge Paypal fees. If there is money in the paypal account, no fees are charged to anyone.
 
IMPORTANT - PAYPAL USAGE POLICY UPDATE

When using PayPal in the TalkBass classifieds, it is against the rules for:

a) Seller to insist buyer cover PayPal fees by increasing cost of item
b) Seller to insist on PayPal Personal Payment (aka Gift payment) from Buyer
c) Buyer to insist on Seller accepting PayPal Personal Payment (aka Gift payment)

Buyers/Sellers breaking these rules may be subject to disciplinary action, from loss of Classifieds privileges up to and including permanent ban from TalkBass for repeated violations.

This clarification / expansion of the rules is necessary because PayPal recently introduced a Personal Payment option, also referred to 'Gift payment'. This option means neither seller nor buyer have to pay fees when payment is made from a bank account or PayPal balance.

However, as per PayPal usage agreement Personal Payments are not to be used for goods/services. Purchases/sales made using this option are ineligible for PayPal protection and claims filed on them will automatically be discarded.

It has come to our attention that both Buyers and Sellers have been insisting on Personal / Gift Payments, without fully understanding the implications of this. Both sides of a transaction are entitled to protection if they want it, so neither party can insist that the other lose that protection by using Personal / Gift Payments. If both parties in transaction are prepared to forgo the protection of PayPal by using Personal / Gift Payments, then that is obviously their prerogative and we would not try to stop that. However, Talkbass may decide not to get involved in transaction problems when this path has been chosen.

Here are the relevant sections of the PayPal user agreement, which every user agrees to abide by when they sign up, that explain the basis for these rules:

1. YOU LOSE BUYER/SELLER PROTECTION WHEN YOU USE PERSONAL / GIFT PAYMENTS
This is the most important piece of information people are unaware of: From user agreement, section 13.5a:"You may not file a dispute for a Personal Payment."

2. It is against the PayPal usage agreement to use Personal / Gift Payments for goods/services.
From user agreement, section 4.1: "If you are selling goods or services, you may not ask the buyer to send you a Personal Payment for the purchase. If you do so, PayPal may remove your ability to accept Personal Payments. "


3. It is still against the PayPal user agreement to ask buyers to pay PayPal fees
From user agreement, section 4.5: "You agree that you will not impose a surcharge or any other fee for accepting PayPal as a payment method. You may charge a handling fee in connection with the sale of goods or services, as long as the handling fee does not operate as a surcharge and is not higher than the handling fee you charge for non-PayPal transactions. "
