Since this isnt a real cheap bass, I wouldn't recommend doing anything permanent to it that you cant fix if it goes wrong.

If you want a little more tension on the strings, leave it uncut like they said, and also make sure that you wind the string around the nut so...
I would go for a used Fender Jazz if I were in your posistion. You should be able to get one in good shape for around $750 or so.
