I seperated the faceplate panels and found the phosphor paint chipped off the supply side electrode. It may be I need only apply some phosphor paint.
The fuse is missing as well. The whole panel circuit is disabled or missing.

The Goodmans are 16 ohm. I think the Fanes are too.
Looks more like a fane to me. Goodmans don't have the handle.
