would I blow a 100 watt 8ohm 1x15 bass cab plugged into my peavey tour 700 with a second 2x10 cab or will I be fine?

What are the specs of the amp and the other cab? Regardless, the answer is "no, not if you're careful, but yes if you're not".

Completely depends on what you are trying to accomplish with it ... any head can be used with any cab if it is used within its realistic limits and does not create an impedance mismatch ...

Kinda like maybe asking 'If I drive a Ferrari in a 30 MPH speed zone, will I get a ticket?" ... ;)

Other cab is 8ohm 300watts I think and my amp is 700 watts at 4 ohm

  5. You output will be split evenly, meaning up to 350w per cab.

Keep your volume and bass EQ reasonable.
