will a 30w daisy chained to a 40w sound a LOT louder than a 60w combo amp?
Depends more on the speaker sizes of each combo
All else being equal, more speaker area will push more air.
All else being equal you won't hear any difference between 70 & 60 watts.
With the two amp's you might have speakers working against each other. Even if they are in phase electrically, they probably will not be in phase acoustically. Positions of the two amps in relation to each other can affect this.
Under the right conditions the 40+30 might not be as loud as the 60.
My preference would be just to go with the sixty and do away with all of the unknowns.
Most likely, the 30 & 40w amps will produce about the same volume as the 60w. However, the 60w will most likely have a better driver/cab and therefore have better tone. Something to consider. The 60w will also be more convenient to use and lighter to carry.
