I bought a second hand bass and can't find any info on it anywhere, it doesn't need any batteries so I assume the pickups are passive but I think it might have active EQ??

Basicly I'm really not sure so how can I tell, also if you have passive pickups but active EQ should you input it to the active or passive on an amp?

BTW I did a search but I couldn't find anything that helped me, so thanks in advance.

No battery means that neither the pickup nor the EQ is active. They're both passive.

Most active basses have passive pickups and active EQ.
There's are only a few active pickups, e.g. EMGs.
