Aguilar Filter Twin Threshold issue

I recieved my Filter Twin today and I love the sound of it! My issue is that when I have my bass turned up all the way, it peaks the filter even with the threshold at the lowest setting. I use a Modulus Flea and I have to turn the volume down about a quarter of the way to keep it from clipping even when playing semi soft(finger style).

I never had this issue with other filters that are made for bass, could it be defective?
