amp hiss and feedback

    ok this is my pa head..but still its an amp..
    if i turn the master past 5 you can hear a click (through the amp) then alot of hiss...then it feeds back no matter what....unless the gain is turned all the way down.....what is this?
    and what can i do to eliminate feed back?

    well a better mixer and poweramp help?

    and o im using two peavey 1x12 plastic cabs

    I used to get that with mmy crpapy lil practice amp. Then one day it stopped. When i asked queestions about it they just said it had to do with the grounding of the amp bla bla bla.
