The speed of online email accounts is largely variable, hotmail for instance requires a whole lot of servers to operate and serve millions of accounts, there will be times when the servers are down/stressed/overloaded or just highly burdened and it may take a long time to load your account, but, if I'm not mistaken, I'm fairly sure massive operations such as these tend to have redundant servers so you might be on one server one connect then next time you'll be connecting to a different server and it wil lbe faster(or slower)

    that's one factor.

The other main factor is if the seldom used account has been accumulating lots of mail, particularly spams with attachments that take time to load(64k+ files as opposed to 1-3k for regular mail).

In short, a seldom used email account CAN take longer to load, but, not necessarily.
