I bought an Avatar 210/horn on Ebay auction on a whim, only because it was loaded with Faital PR300 10's. I got it for less than $300. I got it for mostly quiet gigs, and, so far, so good.
Dude - Traynor TC210 NEO! Go down to Long and McQuade today and see if they have one in stock, or even better, get them to locate a used one and bring it in for you. You will be WAY under your budget, and have a fantastic cabinet! IMO/IME, they are far superior to the GK cabinets, which is no slight to the GKs, but rather a praise of the Traynors. If you are looking for a 2x12 type set up, you could go with what I have, and use two Traynor TC112s. They are only 25lbs each, and I paid less than your total budget to get them both. It is easy to bring just one for practice or small/quiet gigs, and then use both for maximum volume. They sound fantastic.

+1 on that Avatar deal. Simple no-nonsense, plenty loud, sturdy, Dave always puts great speakers in them and very well priced. Great rock boxes, IMO. Everything 'better' (as in more refined, cleaner tone, more transparent etc) brings you into specialist Bergantino-etc. land with prices to boot.
P.S. Keep in mind that a lot of the cabinets being suggested on here by Americans are going to be very hard if not impossible to buy in Canada, and/or there will be significant shipping/duty costs. For example, I can't remember the last time I saw any Carvin gear whatsoever up for sale in a store, privately, or being played at a gig, whereas its all over the place in the US. In comparison, the Traynor (and GK, and Ampeg) cabinets are readily available at your local LMQ, not to mention there is a good chance you can find some on kijiji.
