I used one in the early 90's before I started using a rack parametric EQ. It is a 3 band parametric EQ pedal. I purchased mine because I started playing a 5 string and the preamp I had did not have any controls for deep bass (the preamp's lowest band was around 63hz). The low frequency on the parametric EQ will go down to 25 hz. With the pedal I could boost the low B (30hz). It also helped playing grunge tunes at the time (usually dropped D).
It is a very good pedal and you can usually find them for under $50 used (try www.musicgoround.com). I personally prefer parametric EQs to graphic EQs as you can dial into a particular frequency you need. Parametric EQs are easier to adjust if you play alot of venues where you get different tones. If you have a "honk" tone in a certain club, you can find that frequency and cut it (or boost it if that's what you are looking for).
