I wouldn't consider the Dimarzio Area P&J set "budget", but is a great sounding set IMO.

You might find a good price on a set.

Guitarfetish does some very nice and very inexpensive pickups. I've used their Pro Series Alnicos and have been very happy with them in the past. PB pups are about $32 and JBs are around $30. If you can go a little higher and drop about $60 for each, take a look at the Wilde/Bill Lawrence pickups. These are amazing pickups and an incredible bargain IMO. Tone machines if there ever were any. Two of them will run about $15 in total over what a single boutique maker pup will set you back.
