Can anyone recommend a *great* repair shop in east Tennessee (or one I can ship to)?

I have a set-neck bass with a non-functioning truss rod. I've done some repairs and learned quite a bit from Erlewine's books, but I don't really want to tackle this one. The bass also needs to be completely sanded down and refinished, as well as needing some work to the fretboard and possibly the frets.

Can anyone recommend a great repair shop in east Tennessee, or one somewhere else that I could safely ship the bass to? Also, are there any shops that can do an excellent job completely refinishing the bass? (The bass was spray painted in the late 80s and covered in model paint, then completely sanded in the late 90s and sprayed with laquer and clear coat, but it was poorly done).
