The title says it. I want to share here some really cool bassists who may have flown below your radar because they don’t play in a band that sings in English. Please feel free to add.
Uli Trepte of the band Guru Guru. The band sang in German and English (and nonsense). Usually the drummer sang, but Uli sometimes "sang", albeit through an ear-bud headphone as per:
Holger Czukay of Can. Again he didn't really sing and, latterly, he gave up the bass and instead played shortwave radios and other sampler effects. Can sang in English, German, Japanese and nonsense.
Both bassists are groove titans, often overlooked because of the odd and idiosyncratic music they and their bands created.
Ariane Cap is pretty great. I got to meet and play with her at a fine arts camp as a part of a Jazz bass master class. Pretty great player and a very pleasant woman to hang with.
Technically speaking, your example doesn't fulfill the premise. Bass on Gainsbourg's Histoire de Melody Nelson was played either by Herbie Flowers or Dave Richmond. It remains unclear. Anyway, both were subjects of Her Gracious Majesty and therefore, English speakers.
