I'm not a Cort expert, but it seems legit to me. What makes you think otherwise? If it's the part about him changing his PayPal address, that happens sometimes, particularly if your account gets hacked. Ask him a lot of questions and see what type of answers you get, then you can make a better decision whether it's legit or not.
 
I say ask more questions. Maybe get some more pictures. Priority Mail from Portugal for $50 sounds awfully cheap. I work at a UPS Store, we do have big prices for out of the country stuff, but even the Postal Service should be higher than that going across the Atlantic with 15lbs and the size of bass and box.
 
Can you could use US Mail from outside the States? You can send it US Global Express, EMS, etc. to other countries, but I didn't know we keep US Post Offices in Portugal.

I just sent a package under 2 lbs via normal airmail to the UK for $17.

Put that together with the fact that he hasn't had any Ebay action in a year and doesn't appear to ever have sold anything, I'd personally pass. A bank transfer or Western Union would be kissing you scratch goodbye.
 
cort basses are a sister company to Ibanez (or is it yamaha?) they are like squier to fender. they are cheaper basses but my friends that have them love them. It is not top end, but for the price, they are fine. I would find one that wasn't on e-bay, you could easily find it for 300
 
It may or may not be a scam. Given the location (Portugal) with USPS Priority, not paying to the Paypal account that is linked to Ebay, and then having to make a phone call, that should set off the alarm bells. Plus you have a seller that has not been active for a year and there is just one tiny photo. So this could be a hacked account with an attempt to get a bank transfer or other non traceable payment. I wouldn't bid given the risk of getting nothing in return.
