Won a eBay auction but cannot pay because the seller chose to use actual shipping charges but is unwilling to specify and create an invoice. Only response I got from him was "please just use $10" and "sorry I am new to this". Paypal says the buyer has to specify the shipping. I have left him a message everyday for three days and no response since the first day. What are my options?

If Paypal says the buyer (you) has to specify the shipping, why can't you just specify $10 like he said?

Buried in the rules somewhere there's a time limit for how long you have to wait for your invoice. Unless the item is great/one of a kind/must have I would try to get out of it. Probably only the tip of the iceberg as far as problems with that seller goes.

I am thinking of sending him a note saying if you don't send the invoice today I wish to cancel this auction. I previously wrote him it is imperative i receive the item by the 17th and now that is looking impossible. But I don't want any backlash, negative feedback, etc. I agree about the iceberg!

So the answer was, search like crazy for the link to the feature which asks the seller for the total. When he got that email it linked him directly to the page to enter the amount and click next, done.
