Can someone give me a list of effect that don't "effect" your tone? (aka. guitar and bass compatable)

It has nothing to do with specific effects, it has to do with specific pedals. Delay, for example, shouldn’t ever cause any coloring or loss of the sound you put in to it, but if you try different brands and models, all set to the same rate and decay, you wouldn’t hear the same thing with each one. Pedal manufactures target specific frequencies they feel sound the best for their purpose, that’s why a lot of distortion or overdrive pedals sound bad on bass. So at best you can get a list of exact pedals that sound “good” for both bass and guitar.

All effects are compatible with both guitar and bass, or whatever you plug into it for that matter. On the other hand, some sound better with basses than guitars than others. But more commonly, I've found active/passive to be more an issue.
