Fender Japan - importing instruments from Japan.

    I have bought over a dozen instruments from Japan over the last 10 years thru various respectable stores on eBay. This time when my bass arrived the USPS said that it was a COD and that I still owed $85.39. On the slip they left Saturday they checked COD and not customs so I'm really confused. I've never had any additional fees with any of the guitars I bought previously with the exception of the monstrous shipping fees ($170.00) that I always paid up front. My seller says they believe that it is a customs fee or tax but that fee wasn't checked on the slip I received. I've even bought from this seller before and not had any issues. Anyone have any advice on this matter?

    Thanks in advance for all your help. If they've recently changed laws or something this no longer makes purchasing Japanese instruments a cost effective option...
