could someone explain this to me?
If you looked at a cross section view of the fingerboard, you'd see that it arcs.
Now, imagine the circle that the arc would create. The radius is just that - the radius of that circle.
Obviously the shallower the arc, the larger the circle that would be created by it. That why the flatter the neck, the higher the radius. It seems counter-intuitive, but it isn't.
