The Ramping Vibe merits a detailed explanation of its functionality:
I believe David Gill (Montgomery Appliances) only made a few of these through the years. I got this one in 2009.
It's a photocell and LEDs/bulb type of design (you can see the 4 bulbs in the following pic):

It has depth, ramping (how fast it goes to the other speed), and two independent speed controls. Also a mini switch for choosing Chorus or Vibrato.
One footswitch turns the effect on, the other one switches between the 2 speeds.
Now this is important: He modeled this after some old phaser or vibe, and there is an inherent flaw in the design. You can tweak the intensity of the bulbs with a trim pot, so the brighter the LEDs, the stronger/deeper the throb BUT also the more narrow the speeds are, as the LEDs freeze when they're too intense and stop the effect. So it can't get super slow or super fast, and keep a good pulse.
So to summarize: There is a sweet spot where you'll find that the throb is terrific, the 2 speeds are usable, but the actual "ramping" can be a little limited.
