I have used both. And I liked the HA4000 a lot more.
It has a semi-parametric Eq, and also a shape control plus a D-Sub for ultra low end.
It sounded great, punchy as hell, and most of it, it has enough power for most gigs.

Also Liked the DI, and the Mute switch.

The 3500 is a rather old design.
I would go for the 4000.

I have owned both. I first had the 3500 and thought it was pretty good, but then it got stolen, along with my other bass gear. I got some insurance money back and got the 4000 instead. I'm much happier. I think it's built solid to last much longer, more options in the back if you want to expand into subwoofers and/or effects, and the parametric eq's give you a better control for your sound than those eq sliders . If it's that one tube you'll be missing, then you're better off with a sansamp bass di. it sounds much better than the tube did in the 3500. IMHO.
