Am considering two amps. One has 1/4" and one has 1/8" headphone output.

Is there any huge difference between the two in sound quality?

  2. I would say no. 1/4" would only be better for durability. Plus I doubt any Bass amp would drive quality reference headphones to what they are suppose to sound like, especially high impedance headphones.
Buy the amp that sounds better for your bass when plugged into a cab.

No huge difference. Not even a minute difference.

Only difference between a 1/4" and a 1/8" jack is 1/8" nominal diameter.
