Help me fix an ugly neck!

    So I recently bought a cheap neck in the classifieds here. It feels great and is straight, but it has definite aesthetic problems. (Pics attached) On certain areas red finish that seems to have been mostly removed remains, and there are two holes which look to be plugged with a different color fill (Idk why the holes are there..)

    So my first idea was to paint the neck white. I plan to have a white or light color body with a black pickguard, so a white neck would look fine and would cover the problem areas. But is that my only solution?

    And is there any way to get the paint up from over the dot inlays in the first pic?
