Help with frets buzzing?

  1. I bought a new bass today off some girl (who never really played it). It's a Jay Turser, looks fairly unplayed and new. I noticed that the action was way too low, so I looked up how to fix action and intonation, but although the intonation is perfect I can't raise the strings enough and I'm getting fret buzz, especially at the second fret. Can anyone help me out?

    PS, theres no opening to get to the truss rod so I hope it isnt that.
  2. Do all the strings buzz at the second fret? Does the neck have any relief or is it flat? Which model is it (maybe somebody will know the location of the truss rod adjustment nut)?

    check for a lifted fret.
