Here's my current setup:

    Ampeg B-2R Head (which is 200 watts @ 8 ohms/350 watts @ 4 ohms)
Hartke 4x10 cab which handles (300 watts @ 4 ohms)

So currently I'm running 200 watts into 1 4x10 cab. If I add another 4x10 cab will it be too much power for the Hartke cab because it only handles 300 watts or does the amp split the wattage by sending 175 to each cab? Would adding another cab cut my volume level down as well?

You'll be fine. You will have a lot more volume, too.

    1. If the Hartke cab is really 4Ohms, you're running up to 350W into it, but that's ok. But as far as I know, Hartkes only come in 8Ohms, in this case it will see 200W as you said.
    2. Two 8Ohm cabs rated in the range of 150-400W each will be ok for the Ampeg. Each cab will see 175Watts.
    3. It's not possible to hook up two 4Ohm cabs, because this results in a total load of 2Ohms, wich is too low for the Ampeg.
