How are bass/guitar sizes measured?

I work for a (online) musical instrument retailer and we are having problems in listing smaller guitars as 1/2 or 3/4 size.

JHS (the manufacturer of Vintage and Encore guitars) state that certain guitars of are 1/2 size, but the general view on other websites say that they are 3/4.

So my question is ... is there an actual measurement or equation for working out what size a smaller guitar is?
For example a 4/4 bass is about 34" scale length. But a half size bass is EXACTLY half the scale length (17") that would just be tiny.

Who first began stating smaller guitars as 1/2 size etc rather than just listing a scale length?

Please let me know so we can clear this up and give the correct information to our customers.
Please also state your source for how you know this information.

    Thank you
