I am pretty confused

    ok, I am looking for a new amp, because my rumble 60 watt isn't exactly cutting it, and I was looking at cabs and amps, but what does a preamp do? is it just an EQ?

    preamp makes the sound/tone
    power amp makes it loud enough to use cabs/speakers...

    So I only need a preamp if I have a poweramp?

    If you have a poweramp, you need to add a preamp to it and some cabs and you got a rig. You don't NEED a preamp but you won't get the rated wattage out of the power amp without one, and you won't be able to change your tone much.
