Is this proper Jazz bass series wiring?

    That's wiring for VVT. VT wiring is exactly the same as a P bass.

    Ok. So for a Jazz i'd take both blacks to the same one location and then both hots to the other location? Basically just like a p bass but doubling the wires?

    no, you'd do it like a P-bass pickup; the hot of one coil goes straight to the ground of the other coil (and gets taped off or heat-shrink covered), then the other two wires become the hot and the ground for the "set".
