    Besides Pedulla, Martin, and FBB, what other luthiers are in the general New England/New Hampshire area? I need to know ASAP.

    There's Stambaugh basses in New Hampshire and Jon Maghini in Connecticut, if that helps.

    So... I'm sorry to butt in, but can you please explain the circumstances that surround an urgent need for a custom bass?

    Well, I don't need a custom bass.. My dad said that I need to visit one luthier and observe, take notes, and ask questions before building my own. So, I plan to do that asap..

    I forgot to mention that down in Rhode Island there's a place called Noll Guitars www.nollguitars.com They are experts at bass and guitar setup and repair. They also have luthery classes. This might be your best bet. I've been to Mike Pedulla's shop and I don't think he has the time to devote to someone hoping to build a bass. It's a very small company. He is, however, entirely devoted to his customers. :D
