    So here is the deal
I've had these pickups in my 76 jazz bass for over 10 years
played a gig over the summer where I thought they were fried by an electrical short
    but...
Last week I switched them out with fender pickups and I still have very low output
So i think it maybe a ground issue?

when I changed the pickups I also changed all pots, jack and capacitor

only thing I left inside was the ground

The ground shouldn't be causing your output problems. Do you have the pickups placed too far away from the strings? Are you using some sort of pad on your amp (maybe an active input jack or an active pad button)?
