    My band tunes down to

C#, G#, C#, F# and i find that the C# (low String) is a little dull on my stingray. Would higher gauge strings fix this?

sometimes it will. But if your band downtunes a lot, you are probably riding the low strings quite a bit more than any others. They will go dead a lot faster that way. Bot much you can do about that. You might also try a different brand. I am actually a fan of fender strings. They have a good growl on my basses. Warwick strings are also growly, but they feel rougher than most to me. DR's are another good choice.

I noticed also that you have a 4 string. The shorter 34" scal will also do this. You might consider playing a 5 string. You will have to transpose a lot, but it's great practice for getting used to the fingerboard!
