If you install a string-through bridge on a medium-scale (32") bass, does that enable you to use regular long-scale strings (34") on that bass?

Usually not, but it depends on the specific bass and strings. Not all medium-scale basses are exactly 32", and not all long-scale strings have the silk winding starting at the same point. Also different medium-scale basses are designed with different amounts of string length from nut to tuners and/or from bridge saddles to ball anchors.

Generally, string-through on a Fender-style bass will only take up maybe an extra 1/2" to 3/4" of string.
