I just played a show tonight and I've recently been noticing when the sound man takes a feed off the 600 ohm XLR jack on my Mesa 400+...My amp seems to lose power or start getting distorted at lower volumes. Is this normal? I seem to have plenty of headroom when there are no line outs plugged into this jack. Am I just crazy and hearing things, or is this what happens when this output is used?

You've got something else going on.

I use the XLR direct out on my 400+ all the time with no problems or loss of sound quality. It's loud and clean with plenty of headroom.
