With 18v preamps, what does it mean by it having more headroom?
The supply voltage defines the maximum output voltage - a higher voltage will allow for a stronger output signal before clipping occurs. Headroom is how much "excess capacity" the circuit has when being played normally. With a lot of headroom you can really dig into the strings or boost frequencies to extreme levels without causing clipping (distortion.)
