You need some specialized little screwdrivers to open up and dismantle it but it's not tough. I've been replacing batteries in Iphones for while and it's fairly simple inside but it's got to go back together exactly like it came apart. You might consider opening it up and making sure it's completely dry on the inside. If you are not comfortable working on really small ribbon cables and the like, you might be better to take it to an Apple store and see what they say.
Give it time. Keep it in rice. If it comes back it comes back. If it doesn't, well, lots of cool new phones on the market. And you could probably get some money for it even with water damage.
Happened to my boy. Taught him to talk in the tub. He said the rice thing didn't work either till he left it there for a week. It powered back up.

Douse it in alcohol to displace the water. Then put it in rice. Then, in a week, throw the bag of rice, phone included, in the trash.
Take the chip out and dry it. Hair dryer might help if you take it apart. Take battery out and put every thing on rice or silicon bags.
This is accomplished by putting the entire microwave oven, while plugged in and running, inside the regular oven at about 350 for 20 minutes or so.

Best to place a can of Pam or some other aerosol cooking spray inside the microwave. Keeps everything moving.
