Play your bass reguarly. Don't play until your fingers bleed etc. This is personal opinion others may recommend hand exercisers.

Practicing with a metronome strengthens my hands. If you're just starting out you can play quarter notes along with the click and just travel around the neck not missing a beat - bbbb-bbbb, aaaa-aaaa, gggg-gggg etc. Do it at a tempo that you can do flawlessly, then raise the speed slowly as you get better and faster. You can see your progress. Also - don't be afraid to sit and play the same couple of notes for a half an hour or more straight (unless you're hurting yourself). It can become meditative and when you do it for long periods of time your muscles tend to go on automatic pilot. Your body learns what it's supposed to be doing.

If you don't know what a metronome is - they cost anywhere from $15 to $100+ and they keep a steady click for you to play to.

Play scales and Arpeggios to a metronome.
