Tweeters aren't inherently noisy, they simply reproduce noise that's already there. In your case, you have some high frequency noise in your signal path that your woofers won't reproduce because they don't extend high enough. The tweeter will reproduce frequencies in this range, therefor you hear the noise when the tweeters on. Don't blame the tweeter, blame the signal path.

If you boosted the treble, the tweeter will reveal this. A bass amp that was designed to be used with a cabinet filled only with large drivers won't necessarily be noiseless in the high frequency range. An amp's Signal/Noise ratio will reveal this and ideally, it should come with a graph, showing the whole audible range.
